THE RESERVE FORCES’ AND CADETS’ ASSOCIATION FOR THE NORTH WEST OF ENGLAND AND THE ISLE OF MAN JOB DESCRIPTION Background 1. The Reserve Forces’ and Cadets’ Associations (RFCAs) are entities within the government, operating under the Reserve Forces Act 1996. RFCAs serve as arms-length bodies of the Ministry of Defence, providing coordination and support to Reserve Forces and Cadets. They offer advice and assistance on relevant matters to the Defence Council and the military branches. 2. Appointment details. Job title: Land Management Services Officer Job grade: EO/Band D Reports to: Senior Estate Manager 1 Location: Alt House, Altcar Training Camp, Hightown, L38 7JD Description of the Role 3. The NW RFCA Land Management Services Officer (LMSO) plays a vital role in supporting the management of the Volunteer Estate, including Reserves and Cadets. In addition to Land Management Services, the LMSO will handle admin support and other related tasks based on their grade. 4. Reporting to Senior Estate Manager 1 (SEM 1), the LMSO will collaborate closely with various stakeholders to provide advice and practical assistance for Land Management Services. This includes managing leases, licenses, and agreements to maintain Reserve Forces and Cadet organizations’ footprint in designated areas. Applicants must possess a valid driving licence. Principal Areas of Accountability, Tasks, and Duties: Working to support the Estate Department 5. Leadership and Management - While there are no direct line management responsibilities, the incumbent should lead by example and demonstrate commitment to the RFCA's objectives. 6. Communication/Engagement and Stakeholder Management - Act as the primary contact for Land Management Services, addressing stakeholders' concerns and maintaining productive relationships. Ensure compliance with corporate approaches. 7. Programme Management - Support a program management approach, collaborating with stakeholders to identify requirements supporting location occupancy. 8. Contract/Performance Management, Reporting and Assurance - Manage the Asset Database, handle property agreements, and provide financial advice and assistance. 9. Financial Management - Maintain financial propriety for all transactions under your control and ensure compliance with audit requirements. 10. Staff management responsibilities: Nil 11. Budgetary responsibilities - Provide advice and forecasts related to budget management. Success Profile 12. Technical skills and qualifications - Possess relevant technical skills and training, as well as necessary certifications. 13. Experience - Have experience in facilities or estate management, with strong interpersonal skills. 14. Behaviours - Demonstrate key behaviours such as seeing the bigger picture, working together, and delivering at pace. 15. Government Property Career Framework Requirements - Meet the requirements related to property management expertise and client service. 16. Professional Membership: Hold or be willing to work towards associate level membership of a professional body. 17. Post Mandatory Training: Comply with the People Learning Plan. Additional Requirements 18. This role may require occasional travel within the UK. 19. Security Check (SC) level and DBS check are mandatory. 20.
